New DGS Circular Mandates Awareness Training for Seafarers to Curb Fraud and Promote Safety 

On February 5, 2025, the Directorate General of Shipping (DGS) issued Training Circular No. 03 of 2025, introducing a mandatory Basic Awareness Course for all seafarers. This move comes in response to rising complaints about fraud, unsafe recruitment practices, and a lack of awareness among new and existing seafarers.

Why This Circular Was Introduced 

Over the years, DG Shipping has received numerous complaints from seafarers and their families regarding: 

• Fraudulent agents promising jobs after collecting money. 

• Fake training assurances linked to unauthorized placement agencies. 

• Seafarers being stranded or abandoned by employers. 

• Lack of understanding of seafarers’ legal rights and mental health support. 

To address these growing concerns, DGS has introduced a mandatory awareness module that must be included as part of existing training programs. 

What This New Course Covers 

The course, lasting 2 hours, will now be a mandatory part of the PSSR (Personal Safety and Social Responsibility) training and also included in RUTC (Refresher & Upgradation Training Course) for officers. 

Key Topics Covered: 

1. Overview of Maritime Laws (MS Act, MLC 2006, RPS Rules) 

2. Grievance redressal mechanisms and whom to contact 

3. FAQs and red flags for spotting fraud agents 

4. Safe and secure career planning 

5. Seafarers’ rights and responsibilities at sea 

6. Handling situations like abandonment, mental health issues, onboard deaths, or vessel arrests 

Who Has to Take This Course? 

• All freshers joining the Merchant Navy via the basic STCW courses 

• All officers (Nautical & Engineering) doing their CoC revalidation (RUTC) 

• RPS (Recruitment and Placement Service) agencies must ensure that every seafarer they place onboard has completed this module 

• Maritime Training Institutes (MTIs) must include this course and be ready for audits/inspections
